Contrary to what the script and the README file say, you need to set the environment variable GCC_EXEC_PREFIX so the gcc compiler finds subordinate programs like cpp. Also, you have to create a symbolic link to let Emacs find its Lisp files. These tasks are described in detail below.
To set GCC_EXEC_PREFIX, check where the directory gcc-lib is after installation. It will be in a directory of the form:
/usr/cygnus/platform/lib/gcc-lib/where platform is one of the following, depending on your operating system:
